The PNJ system is an important part of the game, and the following type of PNJ could/should be possible:

Simple, basic "one sentence PNJ". They are a stable of RPG, and they are pretty usefull to fill the world. A possibilité would be to do like in I-don't-remember-which-RPG characters with a set of several sentences.
More complexe, scenarized PNJ. Inspiration from the choregraphy system would be good.
