Arbitrary blocks that can be shown anywhare in a theme, which will register them in its metadata (with a title/description stuff), and then show them via a Theme:showBlockPosition('blockName') in its body.

Blocks can be:

A static page
Something provided by a plugin, which should be able to provide several blocks
- Including the theme plugin
Arbitrary HTML

Blocs have a position and an order. The block page will be part of the "Theme" part.
